There is no easy way to do it - the TS/RA2 engine doesn't have any kind of "weather" functionality built in - so you're going to have to do a bit of work. The easiest way would be to make a rain animation, and have that played at various waypoints across a map using triggers. Only issue with this is that it will only work on maps of your own creation, unless you decide to extract and edit the pre-existing multiplayer maps.

Alternatively, if you want it triggered by some sort of building, you could give that building an invisible non-looping ActiveAnim, which spawns some invisible debris. This invisible debris can then spawn a rain animation upon its destruction, along with more debris, and hopefully the effect should spread outwards. However, if you don't control the amount of debris you're spawning, you'll grind your system to a halt within a minute.

I didn't even thought about the second way. The first was told to him on PPM and he got stuck because he inserted the animation's ID into the map trigger instead of the index the trigger asks for and could not grasp what are we talking about when we told him how to fix it.

The second method can also be used with Ares if you want to for whatever reason make a "summon rain" super weapon.
