I don't think that Nazgul has planned anything so far for Radagast - but why don't you look through the faction guides okay? Probably a spellbook summon.
Thing is that he is not part of the Dwarves, Lothlorien or Rohan. I remember that RJ-mod had him as part of a end tier Power of the Istari spellbook summon which placed the 5 wizards on the battlefield.
