I think it's hard to create T2+ group content in this game unless you're active in a relative group or play with nearby friends most of the time. Due to time and work constraints, I can no longer play as consistently as I once did. I think the locks are part of the problem and removing them would be a solution. I'm sad that an MMO based on Tolkien's great legend is stuck in this state.
