Why not to use the Nazgûl for Mordor (and MotW)?!
The fact that they are more expansive could be balanced making them able to "sense" the Ring better than others...

Yes, I cheated a little adding the three Istari to the Elves and I know that there are a couple of Eldar Lord missing (Erestor for example). I particularly like Saruman's expression in the second screen.

The only thing is that you'd have to loose battles. I wouldn't mind playing a battle I know I can't win, but most people need to win to be interested. So your idea would be boring to most people


What about giving different objectives? The player will lose the battle but he has to lose it wile completing some "missions"; something like "hold off Angmar while your hero flees with the Palantir" (ok, it's basically a don't-let-them-kill-the-hero... :crazed: ), "kill at least xxx enemy units", "defend the peasants for xx minutes" or something like that.
The player would unlock the next level only if the objectives have been fulfilled.
