I'll be posting it in a new news article at Petrolution, which will be viewable on the front page or by going to the Petrolution News section. The key will be sent via your account on that particular site, but at the end of the day how the keys are sent will be up to Berek, whatever he feels safest with.

If you do win the key how do u use/activate it on steam so you can play Empire at war?

You can open your Steam and at the left bottom there is a button, something like Add Game, there you can activate the game i think.
