In most cases, yes.

I generally use either ANY or ALL, and then choose which kindofs or specific units I want to include or exclude.

For an example, if I wanted to make a weapon that had a damage bonus against all infantry units, except Gondor Soldiers, I would do this:

DamageScalar  = 150% ANY +INFANTRY -GondorFighter
And if I wanted a weapon that didn't work against anything but say Frodo, then it would look like this:

DamageScalar  = 0% ALL -RohanFrodo

In this specific instance it would have the same effect.

They really shouldn't use NONE and then negatives, but they have in some places. In this case it should be ANY, and then STRUCTURES. To say it will affect any object with the STRUCTURE kindof. And then if you have any specific structures that you want to exclude, you can add them with a negative.

Edit: You can also include specific objects with a "+" sign, without having to include a whole kindof group.

Move the module with "USER_3 WEAPONSET_TOGGLE_1" above the one that only has "WEAPONSET_TOGGLE_1", and try that.

If that doesn't work, move it above all the other ones that have "USER_3", but not above "DefaultModelConditionState".

The simplest way to revert all changes would be to just re-install. And then make sure you're patched to the latest version. Also, you should look into using -mod command to do your modding. That way you won't be changing the original game files, and you won't have to re-install in the future, if you make a mistake that you're unable to fix.

You'll need to use a pre-converted INI package with -mod command. Pre-converted just means the INI files are set up a little differently to be able to work with -mod command. Nothing is actually changed or modded in them yet. The first post in this thread describes how you can convert an INI package yourself, but that's not necessary. There are INI packages already converted for you.

Or you could use the one I uploaded a few years ago. The only difference in mine, is that in the original INI files, most units and hordes are just thrown into the same files. So I've implemented a system that will allow players to choose from more than 2 formations.
The goal is to add much more depth and strategy to simple unit vs. unit combat.
 
I wonder if I can get some input on how to better balance my current formation bonuses?
Here is what I have so far:
 

Shield Wall (Tower Guard Special) = +40% Armor -50% Speed
Block = +25% Armor -40% Speed
Moon = +40% Armor -60% Speed -25% Attack
Wedge = +25% Attack -50% Armor
Dart = +25% Attack +25% Speed -75% Armor (If Cav, -25% Crush Decelerate)
Bull = +40% Attack -35% Speed -20% Armor -25% Experience
Scatter (Replaces skirmish formation) = -25% Armor +10% Attack +10% Speed, units distance themselves.

The bonuses for "Wedge", "Block", and "Shield Wall" are the same as in vanilla. They're just on the list for comparison.

And here is a screenie showing the above formations, excluding "Shield Wall", but including the default "Line" formation.

Also, "Dart" is a narrower version of "Wedge".
