This just reminds me of an exchange I had like, over a year ago, where someone was adamantly convinced that the game's main draw-in was its multiplayer. Like yeah, the multiplayer deffo does have a big draw in for a lot of people, but when you consider that Mental Omega's biggest advertising moments were about "Hey, we have a campaign with the Allies, Soviets, and Yuri!", as well as "Hey, we have a brand new fourth side, and they also have a set of single player missions!", it's kinda obvious what kind of environment Mental Omega was trying to cultivate- one that focused on telling a story, with the added effect of attempting to have a balanced multiplayer.
That being said, I don't think it's going to influence development in any way. Even after the poll's results, Speeder himself said he figured it would turn out like this- which means he already knew that single player was the most prominent thing on people's minds.

It'll drop when it drops, as it always has. Never forget, it took three years for 3.3 to come out after 3.0 came out, and that was on a moderately comparable scale (A massive rebalance patch, as well as adding Foehn). It taking two years isn't that much of a surprise, all things considered. And as was implied above, for the people working on the mod, it's not their full time project- they aren't getting paid to work on it, so they aren't under obligation to spend 40+ hours a week working on it- something that has to be expected and understood when watching fan-projects.
