The Death's Hand is something Yuri is building tho.
I never really considered that possibility.
I assumed the mission involved the Soviets building another MIDAS to end Yuri (and possibly the Allies as Sven said), because Death's Hand may be a reference to the Harkonnen Death's Hand missile from Dune 2000.
Side note:
The Allies campaign is MUCH more interesting than the Soviet one. The Allies are actually getting shit done and making progress against Yuri. They've united all of their subfactions, eliminate several Epsilon outposts with relative ease, and now they're moving in for the kill.
Meanwhile, the Soviets signed a peace treaty and are still suspicious of each other. It looks like Soviets right now are just setting up Foehn's campaign.
Y'know, I'm going to have to go with "Death's Hand" being a Soviet superweapon myself.
Mainly because the Soviet Union built a semi-automated ICBM launch system called Perimetr, which was also known by the codename "Dead Hand".
So, theory: in "Death's Hand", Yuri has learned of this Soviet superweapon - which may or may not be an automated control system for their MIDAS missiles, which may or may not be set to launch all of those missiles at strategic locations in such a manner that all of the missiles arrive within a relatively short time if certain conditions are met - and he's launching an all-out assault on one or more locations that are key to the "Death's Hand" system.
And, as the Soviet commander, it's your job to defend one of these locations against Yuri's assault until such time as Death's Hand is fully armed and operational.
(Fun fact: as of 2011, the Perimetr/"Dead Hand" system is still operational.)
