Obliterdeath

Okay so I want to play co-op with my brother, who is on the same internet connection as me however we keep getting 1-2 connection failed, no matter who hosts, we both have the ultimate collection on origin, and we tried all sorts of fixes on both our computers:

• Allowing RA3 and CNC online through firewall
• Removing FirewallPortOverride = 0 from options.ini saving and setting to read only
• Selecting our own LAN IP addresses in the game's options>network
• Downloading fixed launchers
• Turning off antiviruses
• using static IPs

However after all this we still cannot play together, we can play with other people but we only cannot with each other, it says connection in progress1-2 then connection failed 1-2, we both use windows 7, do we need port forwarding?
