Random idea: tesla reactor empowers tesla coils in its radius. The buff is the same as provided by parking 3 troopers near a coil.

Not impossible, if there are really traitors inside Epsilon.
Yeah, Rahn openly mocks the Proselyte, Malver has a "failsafe" installed and Libra is controlled by Cerebral Suppressor. But traitors? Nah, can't happen.

My headcanon is Yuri succeeded at the end of MO2.0 campaign and MO3.0 campaign is Foehn Revolt trying undo his plans by traveling back in time. Hence why Yuri is confused with the turn of events in ACT1 missions.
