I"ve figure a way to do it without Allies and win 80-90% of the time. I lose when I get distracted and lose focus on the game.
My game setup: against 4 AI Headquarters in the Defcon map with me in position 5 in the map.
The trick is to slowdown the PC and to use lots of spies to steal funds.
Don't bother with attacking them on land. That takes too much time and effort. Only use Barracudas as kamikazes.
In Topic: Any way to make 'slowest' even slower on 'fast' PC?

@Switchblade16, why is this a bug?
@Martinoz, why is this a hardware issue?
All I wanted to do is slow down my PC.
I think I succeeded by:
1. Disabling 3 of 4 cores in my i5.
2. Lowering the CPU's multiplier in the BIOS
3. Running Intelburn in the background while playing the game (Prime95 should work too)
Is there another way to slowdown a PC? By the way, I'm using Win 7, i5-2500K which was overclocked to 4-4.2 Ghz on an SSD drive, and 8 GB of memory. Thanks.

Thank you Martinoz. Slowed it down some but not slow enough. I just remembered something. I'm going to the BIOS and slow down the CPU multiplier. Also, I'll run IntelBurn while playing the game too. That should slow down the entire thing.

"G" for Guard is the default in the game. Doesn't appear to work though.
What is 'area guard' and how do you enable it?
