The AI control panel only modifies the AIConfig.ai file in the data\ai\core folder of the mod.
You can also modify this file with a text editor.

It's also possible that just some of the Relic units are built but others aren't.
If I remember right, I only blocked them in the build programs but not in the normal unit builder.
Therefore bloodthirster is probably blocked, but landraider probably not.

The restriction of relic units was usually one of the features that was almost never used by anyone and so it didn't have a high priority on the check list.
