My two friends and I were playing on Helm's Deep.
Factions involved:
- Isengard
- Mordor
- Misty Mountains
All three of us noticed that our armory needed to be level 2 to get access to unit upgrades, but there was no option to upgrade it. So we didn't have the ability to upgrade our units.
I'm still new to the mod so forgive me if this is a misunderstanding.
