I've ran Origin in administrator mode and that seemed to have worked.. issue is resolved

does cnc online shows a not responding message  after u click ra 3 after it pops up?  or how exxaclty does is not work?

so when i boot up CNC Red alert 3, the CNC Online app loads up but does not load the game. if i was to then try to boot the game up again, the CNC app then doesn't respond
