So I FIXED IT!
Solution: 1. Log into your router 2. Turn off UPnP 3. Play Ra3 like a madman!

Is this for Red Alert 3? If so, we're still working on fixing some issues with the connection to other players and that problem is unfortunately quite widespread.
In my case Yes, it is Red Alert 3!
