CAH (Create-A-Hero) Experience Levels

Hello.

I am having a bit of trouble with something in particular, and I have searched around a good bit for leads to a possible solution for this problem.

I have been able to make a few heroes have the ability to reach level 99 (for my own curious personal mod) and have been working with command sets and replacing powers with newer/better powers that are determined by how high the hero's level is, so I have done quite a bit of work with extended experience levels. I read the FAQ on extended experience levels (which uses Gandalf as an example). But I have this level 99 functionality added on to a couple of heroes already, so I know what I'm doing there.

However, Create-A-Heroes seem to have a different system, not that this isn't already quite obvious. I gave the CAH the ability to get up to 99 levels. Seems simple enough right? Well...ran into a snag. The CAH maximum level ends up being 15. I have looked through things such as Level caps, I have tried working with changing the values of the respawn times and costs so that they would be inline with what they should be, and still the CAH can only level up to level 15 as a maximum.

Now I'm not trying to create heroes who can blow away an entire army with relative ease. I'm trying to make it at least for myself more difficult for heroes and perhaps units later on to level up. I have modified damage taken and health points on units and structures throughout the game. Attacking walls with arrows is a big no-no since it doesn't make any sense...unless your arrow does happen to be a special power. Aside from this rambling about what I'm doing with the mod, it would be interesting to have create-a-heroes work the same way...concerning experience levels, that is.

Aside from that I've been a member here for over a year, I believe, and haven't posted much except for in support for Rhovanion Alliance and in the web design creative area a year ago around this time. I've looked over the rules and they seem to be quite flexible and make sense. If my post doesn't abide by any one of the rules in some way, it's due to some unclear language of some kind that I may have accidentally neglected to clean up.

At the time this is being posted, a friend of mine is working on a solution towards this problem as well, but we've gotten nowhere it seems. Level 15 seems to be the cap for CAH and I'm starting to believe that it's hard-coded. But I can't imagine how or why that would be hard-coded. If level 15 CAH's are allowed, then why not anything above it? It doesn't make that much sense, and it is a curious problem.

If anyone knows of a problem with level 15 and create-a-heroes, please speak up. I'll post some example code of what I've done if necessary.
