Normally that's because your game is running on the integrated chip instead of your dedicated graphics card.
Go to the control panel of your graphic card and let the game use your high performance dedicated GPU.

I went to Intel HD Graphic control panel then I went to 3D and changed the Quality to Performance then I restarted . I don't seem to understand  which other things to change related to the problem,

Do you have any dedicated graphics card? Such as AMD/NVIDIA graphics card?

Ah.... At this point neither I know what we can do... Because I have never seen this case.... Can you try to run the game under compatibility mode? (Win8/7/XP compatibility mode)

Try updating the driver to the latest version. That can cure a lot of ills.

Did you do that? You could also try turning your graphics setting up (yes, you heard right) as setting them to the lowest setting can cause errors in TW and KW (and presumably the other C&C games).
