The game is hooked, updated, and we have rules exceptions in our firewalls. Send Delay is enabled.

So my friend in the UK can join my Co-Op and skirmish games just fine, no issues. However, the interesting part is when I try to join him.

When I try to join him I get the "host has left the game error", but following trying to join him it prevents me from opening any kind of co-op lobby with an "Unable to create" error until I restart the game.

Very peculiar. He is running the Steam version from the ultimate collection, I am running the non-Ultimate Collection version from Origin.

Update, I have tried using the Privado VPN with both my and another country locations and the issue still persists. Everything works fine when I host, but I am unable to join games my friend hosts. The only solution I have found people saying that works is using the Radmin VPN and having both of us be in the same room, but my friend is reticent to install it so if there is a way to fix this issue without it, it would be most appreciated.
