I think its located in the folder with the FoC exe is.

I wouldn't bother with it. It's just a bunch of gibberish that only the folks at Petroglyph would understand (If at all anymore, apparently they had and still have no idea what EaW is doing), but even if they offer EaW support anymore, it's not for mods.

You could theoretically debug the source code with it, but obviously we don't have that. Those files are totally useless to us as modders.
