Unfortunately there is no editor for .arlc files available (yet).
But I can offer you a resource extractor (unfinished beta version): Download RlcEx

-> install a jre
-> move RlcEx.class and the .arlc you would like to extract to the jre's bin directory (like C:\Program files\Java\jre6\bin)
-> open the command prompt and navigate to the bin directory
-> run the program with the command: java RlcEx
-> type the name of the arlc (e.g. tst.arlc) and hit enter

Download the java program and install. This allows the the other download he mentioned to work.
But I can offer you a resource extractor (unfinished beta version): Download RlcEx
Once you have Java up, download the above link that herbert provided.
Save the environment, use green text

the tool can arlc to bmp. but can't bmp to arlc.
your can edit the .str fils to change the character.....
waiting you release!!!

To extract an .arlc file: Download RlcEx, unzip it and drag the .arlc file onto the application.

Your files now extracted to "tst.arlc.files" folder inside bin folder
