I believe it is because the Empire has already set aside the funds for its construction, you're just choosing where it should be completed.

But it's also like that for gameplay reasons. If the DS is going to cost a lot it means the Ai is unlikely to start building it immediately, and also that it will take ages to first gather the insanely high amount of funds and then to construct it.
Anyway, main post updated. Due to me being busy in real life at the moment as well as many suggestions and other ideas making it to the sub mod, it will take longer for me to finish the next version than intended. The link for the download was also broken, so I updated it. Should work now!

its probably a mix of both, IU. its said that the original Death Star was worth minimally One TRILLION Cr to build. figure at least double or triple when you add in the crew, stocking the vessel, and the development costs, etc...
figure that enough money was set aside to at least start work on the damned thing, with additional money being fed into the project as time went on.
probably went over budget too.
you see it all the time with these revolutionary military projects.
look at the V-22 Osprey. the original budget for that big-ass bird was about USD$2.5 Billion in the mid 80's, and in 2 years, that skyrocketed to about 20 Bn. its probably double or triple of that last figure, mainly because of the development of the project. that said, it is revolutionary in terms of what it can do compared to its peers.
the Death Star probably isnt any different. building a structure larger than some planetary bodies is in itself a large goal. same for developing a weapon powerful enough to destroy a planet, yet still be somewhat mobile to make it a somewhat practical weapon of war.
hell, that might have been one of the reasons that the Empire was willing to sell 520 Victory-1's to the CSA. that sale alone was worth about 30 Billion Cr. (it says 57 million per Vic on the Wookie page.), and it freed up all the crews for other duties, like crewing the Death Star

Interesting aside:
Having family who have worked for companies like Boeing, I know that some companies get contracts by lowballing the estimated cost and then jacking up the price later once the government has committed to whomever they gave the contract to. Most civic construction suffers from the same problem. I've heard of Northrip and Lockhead doing this, not necessarily Boeing although I'm sure they have too.

Heh, I'm working as a lawyer in Poland and I often have to deal with public order contracts arranged between government authorities and private companies - and that's the standard practice, especially in case of motorway construction...

Yep, easy enough. Find the Campaign file you want to edit (which are XML files in the Data/XML folder) and go ahead, it's easy enough to work out what you need to do (copy and paste the Star Destroyer lines for the appropriate planet). Important to note there are two instances of each campaign in the campaign file, one for Rebel and one for Empire.

Hi, thanks for the fast help. This is what I did on the part I wanted to change;
I added two Victory destroyers and moved starting position of the sith from byss to coruscant.

Apologies for posting back to back. But I have a last question; how can I change the picture of a hero? This may sound stupid, but I want to change thehero (emperor palpatine) pic. I want to use the modern revenge of the sith emperor pic and not the current which is from the older movies. Again, sorry for the double post.

Yeah the changes you've made should work. Best thing to do is test them.
To change icons, you need an MTD editor (available here: http://modtools.petr...tools/MtdEditor) and then make your image the appropriate resolution and format (.TGA).

This sub mod was to be based on a 20 BBY start or about near the end of the clone wars, right? If that is correct, the author could implement a order 66 event to mark the start of the Empire. Like the one used on the raw mod. Would be awesome to start the campaign with the order 66 and the transition from republic to empire.

uh, this kinda happened. the mod starts off at some point after Yoda Lands on Dagobah, Obi-Wan on Tatooine, and after the Surgery that transformed a bitchy kid into James Earl Jones (proof being that you can get Yoda only on Dagobah and Obi-Wan on Tattooine, and that Darth Vader is already in Armor)
