Publish a site? All you have to do is uploaded it to the internet and it's published. However long that takes depends on the moxy of your internet. Now making your site is a whole different story there.

webs.com is a bad website builder i decided to use revora hosting instead of webs.com but it said patient how long must i wait??

i know revora provide free host anyway i can't make a site without host so basically revora make websites

Alrighty then, just to clear everything up into one solid post:
You can BUY hosting packages on Revora if you have not been on the network for very long. (bottom of that page there is an option for independent hosting)
Once you have purchased a package (or been approved for a free one) Phil will set you up with a cPanel login (if you have a domain name you purchased you have to link the domain to the hosting package)
If you have trouble linking them PM Phil and he will reply at some point.
Once your cPanel is set up you can FTP html files (or other files) to your spot of the server. Right when you upload the files, your site will be available to see at the domain name.

If that doesnt make any sense then here are basic steps:
--
1- Buy a package at revora (or earn/be given one)
2- Phil sets up cPanel for you (helping you with a domain name if you purchased one)
3- You upload your website (if you need a programmer to make a website for you, find one on Google or ask around here OR learn yourself)
4- Website done and published and you can edit it whenever you like
