You can actually create a shortcut to the launcher with the parameters you want and it will pass them on to the game.

Hey, is there a way to play a game launched via the launcher in windowed-mode?
This is not applicable to everyone, but I'm quite used to windowed-mode, so just asking.

As you can't yet set any parameters the answer is no, the only option is to use the hook stuff, and then launch the game as you would usually.
