You need to post your log file:
Your error log file. This can be found by typing %TEMP% into your Windows search bar. The file you need is called CNCOnline_Log.txt. You may upload it into your post or copy and paste its contents.

I had this, turns out the install path of my game (Generals) was wrong. when I looked in regedit generals install path was D:/c&c but I had the game in D:/games/c&c. so I moved the game to D:/c&c and ok now. or I guess you could change it in regedit.
hope that helps, if not try new install

Right-click on the C&C:Online launcher's shortcut on your desktop and click Run As Administrator (available on Windows Vista onwards).

Right-click on the C&C:Online launcher's shortcut on your desktop and click Run As Administrator (available on Windows Vista onwards).
You may need to hold down shift when you right click to see the option.

Maybe on the inferior Windows 8/8.1. Windows Vista and 7 don't need that
