Are you guys having server troubles today or something? I was playing coop in RA3 with a friend then suddenly got disconnected, now we both can't login again.

The server is temporarily offline. You can keep tabs on what's going on here: http://cnc-online.net/ (If it says 'Server Status - Offline' you won't be able to connect for a short while).
