Same on RA3.
Also sometimes it shows the player is "playing" while he's not, it's like if the buddy list isn't updating.

I believe that that issues is caused by the recent attempted fix to the issue that stops players logging in (the buddy list is part of the system used for logging in) and makes it necessary to keep restarting the server. We're working on the underlying issue so please bear with us while we fix that.
