Yet now that I think about it, you don't want to do that. To make a hero portrait, you first export a previous one. Then in photoshop or any other .dds edting program you change the image. You save it, add it to asset.dat, define it in mappedimages, and update your hero.ini
And I also have a question that goes in this topic, can you have a different palantir design for each faction? Sort of like how good and evil have two different designs. How would you define it?

and for TKelly, don't think it's possible, since the choice of the palantir for the faction is determined in Playertemplate.ini by
IsEvil = Yes/No, and there are obviously only two answers to that question

The only things that are shared between palantirs are the interconnecting pieces of art that connect the special powers along the side of the screen, the ingame options button, and the score button button. (key and flag next to the special power button). As well as some little niggly things that are hard to notice. (namely the background behind the mini map) Beyond that, you can make as much or as little difference between them as you like.
In terms of actually editing the .ru files, there is no real need to do that unless you actually want to change the position of any of these buttons or areas within the palantir design itself. As far as I can tell, you cannot change them for each faction, as each one uses the same geometry and just different textures to skin overtop. You'll also have to work around the geometry to a certain degree. (IE you can't put any part of the image overtop of where the commandbuttons appear because then they won't show up.)
This can again be changed by editing the .ru files as they declare what layer each piece of geometry appears on, but the results are irregular from what I have been able to accomplish. However, this does not mean that you are locked into making a new palantir that is the shape of a circle, illustrated below by the Rise of Rome palantir, which is 2 squares instead.
Also, from what I have gathered, the declarations for the movie file that is played when no units are selected (looks like the misty cloud shit inside the palantir in the movie) is also contained in the .ru files, but since we are unable to create new movie files in the proper format at this time, this information is not particularly useful.

do you also need the two differnt palantir designs for each side, like image 17 and 20, 20 is just the larger circle, 17 is both, can you just change 17?
For example My friend's palintir image for the good side
He only changed 17

He was a God among modders of menu items. At least for what we needed and who I had to work with.

And the single circle is used for replays.
The image as you have it there will not work correctly however. You'll need to edit out the centers of the circles, otherwise the minimap and select portraits for units will not appear correctly.

The alpha wasn't on it yet, I couldn't save it with aplha as a jpeg. Bu the alpha's going to be on the .tga

The Gondor Tree and the Barrel etc on the palantir, are located in the art/textures folder in a file called..Resourcebaricons.dds
It took me ages to find that don't know why, it's all in the name really

To add something would mean editing the .apt files and that just causes errors..
But if you're replacing a faction it's just a case of replacing their Icon
