This is the replacement power plant for Nod.
It performs almost exactly the same as the power plant it replaces.
Instead of having a separate Advanced power plant, you are able to upgrade the standard power plant into the advanced version, once you have built an Operation centre.
The only notable difference to the C&C3 power plant in terms of gameplay, is the fact that because the upgrade is no longer a tiberium dependant upgrade, the upgraded power plant will no longer show up when the Scrin use their tiberium vibration scan, and also the upgraded power plant will no longer take extra damage from Crystal crush upgraded Disruptors.
