Making a working Psychic Beacon

Can't find any download link for the showcased mod, but I figured I could try to recreate it myself, if that can be solely through rules editing. 

 

I can make a the psychic beacon buildable, give it the psychic dominator weapon (or duplicate of it), and modify the range of the weapon's effects, but what I can't figure out is to

 

a. Eliminate the damage effect of the dominator weapon (so it doesn't destroy anything) and

 

b. Expand the capture ability to include buildings so it can mind control everything Yuri Prime can. It can be via the dominator's perma mind control or conventional mind control, so long as it instantly captures everything in range of the target location. 

 

For my specific purposes, it's not necessary to keep the actual psychic dominator's weapon, so overriding the superweapon's  functionality isn't an issue. Is this do-able without Ares?
