Hey ViperMkVII,
I've attempted to help GeneReis with his 'Connection 1-2' issue back in December 3rd while attempting to start an online match.
The issue is basically, the OP doesn't know English that well and uses Google Translate in order to communicate with the community.
However, we've ran the diagnostic tool to see if the ports were actually opened. Turned out, his router is still blocking the communication with the game server for some odd reason.
I've provided assistance through TeamViewer to see what the problem was.
We've however disabled Windows Firewall, manually opened the ports to the corresponding protocols(TCP/UDP). The problem however was still not solved for some odd reason, unless I've missed a certain function on his router.
I did noticed his router appears to be not supporting DMZ either, since that would have made port forwarding a lot more easier.
I believe I've seen UPnP enabled as well, but doesn't solve the issue either.
The diagnostic tool however reported a failure, neither of the pings got through.
Even after the ports were manually opened.
I'm not sure if it could be his ISP or router still forcing a blockade?
Any other suggestions what GeneReis could try?
His router model however is a Tilgin HG1332.
Thanks in advance!

He should be able to find a free VPN easily (closer is better) but some are better than others so he might have to try a few. He can google for some.
See this post for some options.

Hey ToxicShock,
Thanks for the suggestion.
We've just tried the VPN method, how weird this may sound. The problem is still the same...
We're still getting the same error message as before the moment we're trying to start the match.

Any other suggestions we could try?
Or are you guys by any chance familiar with possible conflicting applications?
Thanks.

Problem solved! :3
The problem was, he had send delay ticked on, no IP assigned and manually entered 16000 port as a firewall override in the game.
All settings reset to default, IP manually assigned and the problem was solved. Though, there's still a 5 seconds delay in his case. Still, the problem seems solved.
Thanks for the help, ToxicShock and ViperMkVII
