A new boat overhaul is coming in the future, but there is very little imformation so far...so im just brainstorming a bit mean while.
 
Good side and evil side have 5 ships each:
 
Elven transport ship
Elven battle ship
Elven bombard ship
Elven storm ship
Dol Amroth Galleon ship (new)
 
Umbar transport ship
Corsair battle ship
Corsair bombard ship
Mordor doom ship
Umbar Dreadnought ship (new)
 
 
 
Elven transport ship/Umbar transport ship.
-Transport (max 3 garrison).
-Gain resources when deployed (deployed= 0 movement speed).
-3 levels of income stages (5-15-25).
-Lose all income stages when undeployed (risk & reward).
-500 health points.
-Cost 300 resources and 10 command points.
-Slow moving speed.
-Can see stealth "sea mines" that are deployed by elven storm ship/Mordor doom ship.
 
 
 
Elven battle ship/Corsair battle ship
-Attacks enemy target from medium range.
-Has 2 types of basic attack: single target (single target/high and focused damage) and bombard target area (same ability as archers have, but lower damage then single target damage).
-1500 health points.
-Cost 500 resources and cost 25 command points.
-Fast moving speed.
-Max level 5.
 
 
 
Elven bombard ship/Corsair bombard ship
-Attacks enemy target from long range (but shorter range then 2.02 bombard ship).
-Weaker damage vs structure compared too 2.02 bombard ship.
-Max 3 per player (or unlimited)?
-Has 2 types of basic attack: single target (single target/high and focused damage) and bombard target area (same ability as archers have, but lower damage then single target damage).
-1500 health points.
-Cost 800 resources and 50 command points.
-Slow moving speed.
-Great vision.
-Max level 5.
-Attack needs to be precise (it's wonky in 2.02).
 
 
 
Elven storm ship/Mordor doom ship
-Attacks enemy target from melee range for high area damage (boat gets destroyed in the process).
-Sabotage power that reduces any targeted enemy ship movement speed too 0 for 20 seconds/cancels enemy Dol Amroth Galleon ship/Umbar Dreadnought naval leadership for 20 seconds (long cooldown, target power).
-1000 health points.
-Cost 1000 resources and cost 50 command points.
-Fast moving speed.
-Cannot level up.
 
Elven storm ship
-Can deploy a stealth "sea mine" that unleashes a small storm when enemy ships approach the trap (medium cooldown).
 
Mordor doom ship
-Can deploy a stealth "sea mine" that explodes when enemy ships approach the trap (medium cooldown).
 
 
 
Dol Amroth galleon ship/Umbar dreadnought ship
-Max 1 per player.
-Count as a fortress, so player can still use power point powers after fortress on land is destroyed and won't lose the game if this ship is alive.
-Moves and attacks like a battleship, x1.50 bigger battleship model, comes out with upgrade textures (passive upgrades are included, no need to buy them).
-Has 2 types of basic attack: single target (single target/high and focused damage) and bombard target area (same ability as archers have, but lower damage then single target damage).
-25 resources per tick.
-Transport (max 1 garrison space).
-Gain 100 command points when built.
-Naval leadership, nearby battle ships get passive +25% damage and +25% defense/transport ship get passive +50% defense/bombard ship gets passive +50% damage/suicide ship gets passive +25% cooldown reduction on powers.
-Can recruit builder when near land (maybe not worth it)?
-Max level 10 (or maybe no level at all).
-5000 health points.
-Cost 3000 resources and 0 command points
-Great vision.
 
Dol Amroth galleon ship
-Passive self-healing and armor power (included passive upgrades).
-Active temporarily invulnerability power (medium cooldown).
-When Dol Amroth Galleon ship is made, a piece of The Grey Havens music is played.
 
Umbar dreadnought ship
-Passive extra damage and armor power (included passive upgrades).
-Single target, high damage power (long cooldown, fire-based attack).
-When Umbar Dreadnought ship is made, a piece of Corsairs theme (boat arrival at Gondor) music is played.
 
 
 
With this suggestion the following boats would fulfill these roles:
 
-Elven transport ship/Umbar transport ship = transport/resource unit.
-Elven battle ship/Corsair battle ship = damage unit.
-Elven bombard ship/Corsair bombard ship = long range siege unit.
-Elven storm ship/Mordor doom ship = kamikaze/sabotage unit.
-Dol Amroth galleon ship/Umbar dreadnought ship =fortress/tank/offense/leadership unit.
 
 
 
Shipwrights heals and decommission nearby allied boats.

I doubt the team would want to resort to such an overhaul. I think a nice aesthetic compromise might be the following: give every evil faction the same ships and the same for good, but use that pirate flag/Cirdan update to change the colour of the sails and the symbol to represent the flag of the faction. It's not an overhaul, but at least it would give players the feeling that they are fighting with ships that are fitting to their faction. Lore-wise it would also work. The elven ship builders provide ships for their allies, the corsairs for theirs, but the factions themselves get to make these ships their own and have them sail under their flag.

That's a pity. I think adding the appropriate factional insignia + colours on the sails would do a lot to make naval warfare more attractive, and reflective of the great variety this mod offers in other places. And that without requiring the team to design new ships. Btw, I think one of the devs answered on Mod db that the bombard ships may see a comeback. I think they are considering it, perhaps trying to find ways to balance it better. Nothing confirmed of course. 

 

Since 8.0 is going to be the last 'big' update, I do hope they add some minor visual changes to make the ships at least a bit more appropriate to their faction. I mean, I love the Dol Amroth sails, it's just a shame that they are thrust upon factions that do not suit them. Also, and this is just a small thing, I find the green-ish bodies of the Umbarian ships to be rather unfitting & out of place. I wonder what inspired them to give the updated ships that particular colour, instead of something more metallic or dark. 

 

I should add that without these changes, 8.0 will still be great. It's just that it would be a shame to have such beautifully detailed and appropriate units for every faction, and have the ships be entirely non-distinct and detached from their factions. Just a thought.

I think the issue with bombard ship was that they have a insane range plus they damaged land structures too fast, A decrease in range and less damage vs structures would be fine.
