Ok I'm following the tutorial on how to make bases and when i get to this part

Now we are going to add our foundation plots that we created in the first tutorial. Go back to the Objects menu by clicking on the axes looking button. Collapse the SYSTEM menu, and the Civilian menu. Under the Civilian menu you should see a Elves menu. Expand this and then expand STRUCTURE. You should see an object named "ElvesBuildingFoundation".

There is no UNSC menu under the civilian menu. And i followed the first tutorial and made the foundation plots. So i figured my problem was that i forgot to put in the INI i edited in the game folder and when i do that world builder dosen't start up. What am I doing wrong?

remove your original INI file, place your whole work in the form of a .big file and then put it in your main BFME folder

Start up the game and see what the error message says.

I wrote the tutorial and wrote is as a step by step of what I did. I extracted all the original coding .bigs and the ones relating to the CSF's and then removed them from my BFME folder. I then edited these extracted INI's as laid out in the tutorial. If you do this, it will bring up the sub menu and allow you to build your plot.

Put all of your modded files into a big file. Create an asset with Sy's Assetbuilder. Put your big in the bfme directory. Back up the original asset then put your new asset in the bfme directory. Run Worldbuilder.

Note: Your code must be completly error-free. To check for errors run the game with your modded files.

<{POST_SNAPBACK}>

but when worldbuilder is loading

<{POST_SNAPBACK}>

game does not equal Worldbuilder

They changed it in BFME, in that starting the game will create a nice error message for you, whereas Worldbuilder will just stop and disappear with no hint of a message.

Probably because you put Playableside rather than PlayableSide. That might be causing the problem.
