I mean attack.
As in you tell him to attack buildings and he calls in an airstike.
You do not have to press a button.

Basically to call an air strike you create an object that uses OCLUpdate (like in supply dropzone or reinforcement pad) to call and OCL from the map edge onto itself. This OCL it calls creates the air strike delivery payload.
The closest i got to Boris-like behavior is to have the hero fire his "laser" weapon at the target for 3 seconds, then he stops lasing, and then the air strike happens. Let me know if you have a better way. In this case the hero's air strike calling weapon fires an invisible projectile, which when enough land in the target area in 3000 ms, fires a historic bonus weapon which calls an OCL which creates the air strike calling object which uses OCLupdate to call another OCL which makes the air strike. As for the laser effect, i used a FireFX with a very long red stationary tracer because you cannot use both lasers and projectiles in a weapon spec.
I saw one mod where someone used the missile defender laser method but this restricts you to only lasing vehicles. Also, you cannot keep firing at the vehicle until the plane comes because it will call more air strikes than you want.
