Hey all,
Apologies for reviving an older post... but I have the answer to this question now - I think...
If you look at the team listings in AI_Gondor, you'll notice bunch of base defence teams... The hordes assigned to such teams are ordered to patrol the base defense nodes on creation.
Take a look at the Gondor Castle and you'll notice that the base defense nodes are pretty much under the actual castle walls...
The patrol base defense nodes command is literally the same as ordering a unit to move to the wall, by right-clicking on the section of wall you want... so our little men find the first node, and then path to the next one etc... they may also climb down and run across the centre of the base to the other side depeding on the selected node order (something you may see a lot - particularly on the hard setting).
Evil factions have the same type of commands but because of the lack of walls, you see bunches of units moving around the outer edges or across the centre of castles instead.
If you're dealing with a custom faction, then you need to ensure your base defense nodes are placed appropriately. Either way, if you follow this basic principle you should get the desired effect.
Cheers,
Hebblewhite.

Reassuringly Expensive...
Blade with whom I have lived,
Blade with whom I now die,
Serve right and justice one last time,
Seek one last heart of evil,
Still one last life of pain,
Cut well old friend, and then... farewell
