I'm taking a wild guess, and say:
A: The hero with level 1 is Aragorn.
B: The hero with level 0 is Helm Hammarhand's ghost that, in the apendix of Lord of the Rings is the guy how made Helm's Deep. It also said that when the Dundlendings attacked Rohan and forced Helm from his throne into the Hornburg (Helm's Deep), Helm, after alot of events, went out himself, alone, into enemy camp to kill them. Then one day, Helm's horn (his signal of attack or return, which put enemies in fear mode when heard) was heard when he was out in the snow (it was winter during the seige of Helm's Deep), but Helm didn't come back. Then, when the morning sun shone in the middle of winter the next day Helm was seen standing alone on the Dike, alone, dead as a stone, but his knees were unbent. But men said that Helm's horn was still heard at times in the Deep and the wraith of Helm Hammerhand would walk among the foes of Rohan and kill men with fear. If I am right, reward me.

He didn't build it (the Numenoreans did), but other than that you're correct, though I think the talk of his spirit stalking the enemies of Rohan is a bit of Rohirric superstition

It's still going to be a while before I start talking about release dates. 
I'm currently working on one of the most challenging things for my mod so far and thus why there hasn't been many updates of late. Hopefully I can get it finished in the next week or two and show it to you guys. I will say that it will be most impressive when finished.
