Simply make an MCV vehicle, set its Owner to the country/countries in your new side (and only those countries), make sure it deploys into the construction yard building for your new side, make sure it has AllowedToStartInMultiplayer=true on it. Make sure the vehicle is in the BaseUnit list, and that the construction yard building is in the BuildConst tag.
I'm assuming you already have your side set up like the examples in the Ares documentation and that your construction yard building is set up like a normal conyard should be.
