Are master strategists and will use all matter of dubious tricks and shameful tactics to accomplish their goals.

Other things to keep in mind..
1) Keep each line to a max of, say, 40 words. No need for run-on sentences.
2) Single worded lines like "Acknowledged" or "Yes" are ok here and there but please use infrequently.
3) When spelling I word that is VERY hard to say verbally please try to break the word down so the voice actor who may not know War40k fluff/codecs can say it. There are factions in War40k that have names that are bizarre so the voice actor will need to understand the word and how to deliver it. ie. Macragge [pronounced "Mac - raaj"]
4) No need to put the scripts in quotes "".
Also to clarify the above:
Capture = when the squad or unit is commanded to go to a Strategic/Criticial/Relic point to commence the capture of it.
Capped = when the squad or unit has successfully captured such a point.
Charge = when the squad or unit issues a mighty battlecry before heading into combat so as to inspire fellow troops/allies and demoralize the enemy.
Combat = when the squad or unit is directly right in the fray/center of the battle and ushers a comment about the situation basically taunting the enemy.
Under_Fire = when the squad or unit finds itself being attacked by the enemy but taking real minor damage.
Damage = when the squad or unit is being hurt light to moderately by the enemy (for a squad, this is before morale is broken).
If you have ANY questions about anything above fire away..
ie. Unless you are familiar with the Dawn of War game mechanic re: capturing and capping map points such points giving extra income and strategic supremacy to the player when a squad or individual unit commences capturing the point then finishing the capture. Such voice scripts are meant for this part.
ABILITIES
Always assume a unit/squad's abilities will be of two kinds:
1) provide a voice script of what a unit would say when using a targeted ability to damage enemy units
2) provide a voice script of what a unit would say when using a self-use ability to protect self or nearby fellow/allied units
ie. even if the Commissar could, say, call an Orbital Strike that targets a local area on the battlefield which hurts all enemies near to the affected zone a generic Commissar script could say: "Perish you unworthy filth!" The key is to be somewhat generic with both those ability types mentioned above. This will cover many possibilities.

HOWEVER! Based on fluff, a few more unorthodox things are possible using vanilla models…
Okay, at the beginning of the game can choose to research either Visions of the Abyss or Activate Sleeper Cell. Visions of the Abyss allows you to build Imperial Diviner. Activate Sleeper Cell allows you to build Infiltrator.
Imperial Diviner
Imperial Citizen female model. Sized up to same size as Guardsman
Unattachable. Hardcapped at 2
Ability: Augury. Same thing as Imperial Guard scanner sweep anywhere on map, so you can just keep him in base.
Infiltrator
One guy, unattachable, no attack and permanently infiltrated, pre-winter assault guardsman model. maybe recolored
Ability: Eyes of the Legion. Gives him wide sight range but make him immobile. In animation, makes him crouch down as if he’s in cover
Warp Dabbler
Colonel Brom model. Unattachable
Ability: Treacherous Eyes. Permanently allows you to see what targeted squad/commander sees
Ability: Possession. Kills the Warp Dabbler. Temporarily gains you command of an enemy commander
Operative Cell. a retinue squad, basically of weak human spellcasters, comprised of the following
-Fanatic
Civilian model, basically meatshield for rest of the retinue squad. Attacks weakly with Molotov cocktails. Or no attack at all, either rway
-Heretek Savant
Recolored techpriest model
Ability: Maltek Psalm (passive). slight benefits to vehicles within radius
Ability: Abominable Intelligence. at ruinous health cost, convert enemy vehicle temporarily
-Warp Orator
One of the Imperial citizen man model, sized up to match guardsman size and with a sorcerer’s warp glow
Ability: Yield to Despair. At ruinous health cost, temporarily causes an enemy squad to attack friend and foe alike. Like dark elder warp beast pack when their morale is broken
-Forsaken Priest
Priest model. cheapest of any unit in the Operative Cell except for the Fanatic
Ability: Alpharius’s Creed (passive). strengthens morale of all squads in radius
Ability: Crisis of Faith. Break enemy squad morale within certain radius at ruinous health cost
-Wyrd
Psyker model
Ability: Mind Bomb. targeted on enemy squad will kills squad sergeant or heavily injures attached commander but kill the Wyrd in the process
*note: all those abilities having ruinous health cost is so you’ll get to cast it once, maybe twice per individual.
Untouchable
Imperial Citizen old man model. Sized up to same size as Guardsman model. Not many hitpoint. hardcap 1
Ability: Blacksoul (passive). Nullifies all friend/unfriendly psychic abilities and effects for the squad he's attached to. Also causes that squad to take a slight morale hit
Groundcar Bomb (Ork trukk model, I dunno how ambitious the modeling can go but say with the spiked prow and ork driver removed and painted flame patterns replaced with single teamcolor. Basically a suicide car bomb very effective against infantry squads and building but not vehicles and also causes scatter but ineffective )

also, i dunno how practical this is, but seeing as the alpha legion at first seems light on dedicated anti-armor, maybe give squads instead of frag grenade, an EMP grenade that temporarily disables a vehicle and (depending on balance) enhances damage against them.
