I saw some threads on this but in every one they had been able to open world builder before, when I try to run the program I get a message that says exception access violation

Try changing the compatibility of the exe file to Windows XP.

Do you have Avira AntiVir Personal 10? Try to run the game without it. I read in some german boards about this Problem, you are not alone :p

I had this problem when i had a new PC with Win 7

Try to run it as an administrator, since i do that it works perfectly*.

(*Except some WB functions are differents : For select objects i have to select the black dot, i could select object directly before , and the item list selection does not show objects anymore..)

I had this problem for win 7 64bit and running it in compatibility mode worked like a charm. This also works for any mods you have installed for bfme, bfme2, and rotwk!
