Creating a new campaign is very complex. I'd suggest looking at the existing campaign and trying to understand how everything comes together first.

Do you know how much work this is? It took Ernesto (the creater of the Edain Mod campaign) 1500 hours (!) to create his campaign. If you are a beginner in mapping, you will spend even more time, because you will have to read tutorial, learn how to use the worldbuilder and as m@tt said look at a lot of other campaign maps.
Also is the Edain Mod the only mod I know which ever created a new campaign.
However, I suggest you should forget this and first make a few normal maps.
