It's all about determination.
No one here started off being able to almost anything we are able to do now.
Also I should say that you don't need Cape bones to have a cape on the model.
You can bind the top half to the Rib bone and bottom half to the Root Dummy bone,it won't look as good and animated,
but it can still look alright.

The new versions of 3ds Max don't work with the EA-Tools so you can't do w3d-models.

Some schools and universities (like mine^^) offer free Autodesk licences for their students.

Even though you can't import w3d files directly, what you can do is do your modelling and mapping in 3ds Max, export the model as a 3ds, and then import that in RenX to do your binding. RenX is terrible to work in and crashes all the time, so I prefer to work in it as little as possible.
