The teleportation works by temporarily replacing the object with another object, one that is very small and fast... when it fires a weapon (at the target location) it transforms back into the original. So you *could* make the SDI cannon transform, and it might even travel to the target location, but when it wouldn't be limited to locations where the SDI would fit. You could run in onto a bridge, or in between 2 buildings... I don't recommend this at all.
There is another option... you could use the code for a GLA sneak attack to force the SDI cannon to create a new instance of itself at the destination while destroying the original... this would at least use building placement rules. I've not tried it, so I don't know what bugs you might encounter.
Buildings can't use a locomotor (the code used for moving). Units can be built like a building (such as the Leonidas Mech) but it's still a unit. Once it starts moving it uses the code for units only, there is nothing "building" about it.
Between now and the next polished release there should be very little new art work done. Instead the focus is on designing, testing, and fixing. the mod has always been so close to finished that its nearly criminal. I'd love to see this through to the end with a real community effort.

urk. You could maybe, but you're going to have issues on the receiving end. it won't be restricted to the size of the structure, and you'll be able to place it in ridiculous locations.
