Where is this ini located? or do you mean the .BIG file?

yes the .big file it is located in "C:\Users\User Name\AppData\Roaming\My Battle for Middle-earth Files"

The FinalBIG (the BIG editor) has its limitations. It's better to export the files using FinalBIG and then editing them with a text editor like Notepad++.

hmm and then I can make those notepad++ files into BIG file ? like INI ?

You extract the .INI from a .BIG file, those .INI files you can edit with notepad++ Which you can then put into the .BIG file again

As stated prior it seems your problem is rooted from using the FinalBIG software to mod the game, however this is not the best way to go about modding the game since it provides you limited access to the potential of modding. There are a few tutorials/guides you can read that may help benefit you and help you establish a proper mod method that will not frustrate you as much as trying to mod within FinalBIG itself.

Just understand that all of the regular and even more "professional" modders use these methods to create the mods you see and use regularly. A bit of patience, research, and politely asking help and you can get rolling on your way to making your own mod as you please.
