Alright I looked further into how the fellbeast and drogoth used their weapons and it looked like I skimmed over an important difference.

I removed the grab attack from the nazgul and put infantry and cavalry into the plow attack. The result was witch dealt similar damage to dragoth, a bit bigger probably because of dread visage effect :p

To set command sets for an upgraded structure you need to edit the upgrade module. It should look something like this (taken example on structure I am working on but principle is the same):

Thanks for the reply! I actually making an ini file for a map. I used an str file to make tooltips starting with "CONTROLBAR:" and they displayed without issue for abilities and upgrades however I could not get any unit tooltips to display correctly no matter what combination of words I put in my str file. 

I thought there was perhaps some additional words I have to put in that I could find out from the viewing the original strings but it seems it's just "OBJECT:" and I already tried that several times. I am starting to believe that altering unit names may be another one of those annoying ini editing limitations.

It's a shame that there are no replies here. I have the same problem in rise of the witch king. Basically editing the object values for heroes doesn't work. Changing anything there doesn't do anything be it commandset, buildcost, anything really.
 

I have seen maps with heroes sporting different commandsets, however. I even looked at the code of one these maps and it was exactly the same as the one that doesn't work. Nothing makes sense.
