Guys finally it worked!! Thanks to user 64m3r from another topic.. Replace RA3.exe in the stream folder with this one https://www.gamerepl..._-t1013524.html
I have the steam version. Win10. No hook and no run as admin, it causes issues to me.

OMG after so many hours it worked!!! just replaced the RA3.exe in the steam folder with the one from the link. Thank you so much my friend
