It is happened to me and my solutions like that
First you should upgrade 1.12 patch
Later you make sure c&c online has admin privilage
And this is IMPORTANT start from c&c online , DONT USE red alert 3 shortcut, this was my big MISTAKE.
I every time used red alert 3 shortcut and i couldnt start game and took that error.
