actualy its not only possible its realy easy say u made a new faction called hobbits and u wanted to have the men of the west cahs usable you would do thisit's not possible... or, it's impossible too... which is the same thing
But, if it's for RotWK, you could base Rohan on Arnor... (or Harad).. you know, you simply make everything as Rohan, only, when you pick what side you play, you use Arnor... of course, the name can be changed in the game, changing in in the lotr.str...
search the forums abit, and you'll most likely find what you want

UsableFactions = Men Elves Dwarves Hobbits
simple if u wanted to do this to other Cahs just go into there inc instead of the men of the west 1 simple
