I have problem with Contra 006

i'm install Contra 006 on Zero Hour 1.04!
First time I install this mod, well I was a problem with "Insert CD" and I have crack! so I use the "game.dat" from the normally game folder and working =]
Now I see that I can't build many things in game...
So many buildings and units I can't build.

PROBLEM: You can not build many units and buildings.
REASON: You have encounted rank system.
WAY OF SOLVING: All versions of Contra since 003 use rank restrictions. You cannot build strategy centers, super weapons, heavy artillery units, some aircraft, and super units until AFTER you have reached the correct rank. Most buildings and units are unlocked AUTOMATICLY when you hit Rank 3. The rest are unlocked at rank 5.
Can someone explain me what they mean here?
Because I dont understand what I need to do =/
