[Bug] AI Gothmog Skill timer

Not sure if this happens only on certain maps. I have played against Mordor a few times, but this is the first time getting this bug.

Map: Regnfells 

Team: 3-way free for all (Lothlorien vs. Misty Mountain vs. Mordor) 

Bug: Enemy Gothmog (Death March) does not seem to have the cool down for his horde summoning skill. He went "form ranks, you maggot!" continuously and the hordes wiped my army within a minute.
