I do see your point, but Yuri can't exactly be open in his movements. An army sneaking in from a spaceport might improve his chances (noone could know where it was intended to land, and so could not easily prepare). Although, just having a faction in the campaigns actually sounds like a huge amount of fun, so I think that would work too.

Division Name: Mutation Core
Loyalty: Epsilon
Specialty: Yuri had put much work into genetic manipulation before the war. However; while being attacked by the Allies and Soviets, testing new genetic mutations in field tests was considered too risky after several costly losses. The Mutation Core was the solution. Mutation Core is the main nexus of Yuri's new genetic tests; using cutting edge mutation technology to test efficiency before standardising it in other Epsilon factions, this army is infamous for strikes against areas with large numbers of enemy infant... we mean "test subjects".
Specific Unit: The Proteus Cannon. Named after the shape shifting greek god of the sea, the proteus cannon is an infantry's nightmare on wheels. Mutation Core tests have miniturised the genetic mutator slightly; the Proteus Cannon can mutate enemy forces into loyal brutes. However, the lack of use in other divisions is understandable; it is slow, lightly armoured, slow firing and useless against vehicles and buildings. However, it doesn't seem so useless when your own army is seven foot tall and ripping appart your base now does it?
Alternatley;
Division name: Lunar Uplink
Loyalty: Epsilon
Specialty: Lunar Uplink has quite a surprising role in the Epsilon army - communication. With Allies and Soviets monitoring radio broadcasts, and the invention of certain psychic interruptors by Einstein, Epsilon faced a problem. This was remedied by the inclusion of the Lunar Uplink. Situated in Yuri's Second Lunar Base (What? You thought Yuri's ego would just let it stay destroyed?) messages are relayed by satellite, analysed, encripted and transmitted. Lunar Uplink is, however, not above sending in support in an emergency; they are there to "fill in the gaps" - both figurativley and literally.
Specific Unit: The Storm Disc. Lunar Uplink had its own unusual problems due to its location. Attack would come from above in spaceships, Epsilon had always had an "anti-air" shortage. Armoured units would be almost certainly used: infantry can't breate; why use them. As well as this, gatling technology requires air to function. This led to a problem; attacks would target a weakness of Epsilon, and their best counter to air was useless, while their biological tricks would be useless against the assault. The Storm Disc is armed with dual lasers to fight off pesky airial asssault. Befitting Lunar Uplink's communication role; it is speedy and has a large sight radius. However, it is lightly armoured and unhelpful in ground assaults; unless you want to watch them destroy you!
