SOLUTION:
1. You have to set the starting water value to be lower than the terrain (e.g 0)
2. Make a trigger for when a timer ends (say 1 second or however you want) to RAISE the water to above the terrain value (so the water is covering the terrain)
3. Make a trigger for when another timer ends for the water to go down
I am happy I figured that out basically was making a no rush map! Very handy so will leave this post up and solution
